Project planning and approvals

The Gippsland 1 Offshore Wind Farm is following a comprehensive planning and approvals pathway to ensure potential environmental impacts are thoroughly assessed and managed from early development through to decommissioning.

We are committed to working closely with local stakeholders, Traditional Owners, and regulators to deliver the project with care for the community and environment.

Assessments and approvals


Our projects span state and federal jurisdictions, meaning both Victorian and Commonwealth approvals are required, such as:

  • EPBC referral under the Environment Protection and Biodiversity Conservation
    Act 1999 (EPBC Act) to assess potential impacts to matters of national
    environmental significance,
  • A decision on whether an Environment Effects Statement is required under the Environment Effects Act 1978 to assess possible environmental, social, economic,
    and cultural impacts of the projects within Victoria,
  • A Commercial Licence and Management Plan under the Offshore Electricity Infrastructure Act 2021 detailing our approach to constructing, operating,
    maintaining, and decommissioning offshore electricity infrastructure,
  • An approved Cultural Heritage Management Plan under the Aboriginal
    Heritage Act 2006, and
  • A Transmission and Infrastructure Licence and Management Plan to connect
    our projects to the electricity grid.

EPBC referral

In December 2025, we submitted a referral for the Gippsland 1 Offshore Wind Project under the EPBC Act.

The referral outlines the full scope of the proposed project and how it may interact with the surrounding environment (both onshore and offshore) throughout construction, operation, and decommissioning.

The Australian Government will now decide whether the project requires formal assessment and approval under the EPBC Act. This decision will be based on whether the project is likely to have a significant impact on matters of national environmental significance, such as threatened species, marine ecosystems, or migratory birds.

The Project will also be referred to State planning authorities to assess potential impacts on State environmental matters.

EPBC referral area
As part of the referral, we have defined a study area that includes offshore and onshore zones where the project and associated infrastructure may interact with matters of national environmental significance.

Studying impacts across this complete area will give us stronger baseline data and support better planning to avoid and reduce environmental and cultural heritage impacts. This approach also:
  • Ensures potential cumulative impacts are considered
  • Strengthens baseline data to inform mitigation and avoidance measures.
  • Provides flexibility during project design
  • Accounts for developments in shared transmission infrastructure planning

In reality, the project footprint is expected to be significantly smaller.

We’ve also sought to align with planning currently being done by VicGrid, as part of its work to connect future offshore wind projects to the energy grid. Our onshore study area closely follows VicGrid’s Gippsland Shoreline Renewable Energy Zone. This area has been identified by VicGrid for offshore wind connections (underground) as it is expected to result in lower environmental, social and cultural heritage impacts.

Members of the public can review and comment on our referral via the Department of Climate Change, Energy, Environment and Water (DCCEEW) EPBC Portal. Under the EPBC Act, the Department will provide 10 business days.

What happens next?

Ørsted will undertake a range of technical studies to assess the potential environmentalcand cultural impacts of the project.

These studies will:
- Help to shape the project’s design
- Identify risks to important species, habitats, and value
- Inform plans to avoid, minimise, or manage potential impact
